Tsubasa Classroom
We provide support to children who are unable to attend school due to psychological factors, etc., to return to school. Youth Support Center "Flat Ota"
This is a general consultation service for children and young people aged roughly 15 to 39 who live, work, or study in the ward, and their families. The plan outlines measures to combat school absenteeism, with the following three pillars: reducing the number of children not receiving specialized guidance or counseling to zero by fiscal year 10; and further promoting the establishment of diverse learning environments.

Child consultation centers are administrative institutions established under the Child Welfare Act. In principle, they accept consultations and reports regarding children under the age of 18 from anyone. Support program for users of free schools, etc.

A forum for parents who support children who are not attending school
This event is aimed at parents of elementary and junior high school students living in Tokyo who are worried or troubled by their children's school refusal. Adolescent Support Place
We provide parents with a forum to discuss with psychological, medical, and welfare experts about their children who are refusing to go to school or who are withdrawn from society, and support their future social independence. Loan Program to Support Exam Takers
By providing loans to low-income households that have difficulty paying tuition fees for cram schools and high school entrance exams, we support children who are eager to work towards becoming independent in the future and take the entrance exams to high school or university.
